Oakland CA based Pacific Farms manufacturers food ingredients in China, Mexico & Peru and imports the products for distribution throughout North America has a Quality Assurance & Compliance Specialist position open.  Pacific Farms is a family owned company and has been in business for 30+ years. The company is increasing staff to support its continuing growth. This position is in the company’s office in Oakland.

The Position’s Purpose:  To ensure products are safe and in compliance with company,  customers' and regulatory agencies' requirements.

Key Accountabilities, Duties, Activities, Tasks:
Resolve Quality Issues

Resolve customer quality inquiries & concerns

Resolve quality issues with contract manufacturers

Administer The Company’s Quality Programs

Maintain the Quality Management System

Fulfill customer quality document requests

Maintain the Quality Assurance Log - the Customer Service Report & Product Quality Report

Maintain the Retained Library & Log

Ensure Internal & External Regulatory Compliance

Ensure Food Safety Modernization Act & Foreign Supplier Program compliance

Ensure complete & current vendor documents for quality assurance & regulatory compliance

Ensure proper product documentation [HACCP, product specification, certifications, etc.]

Keep current with FDA & USDA rules & regulations

Maintain the Foreign Supplier Verification Program including all related documentation

Maintain regulatory compliance files on US warehouses, truckers & labs

Perform inspection of US Warehouses

Coordinate the components of product testing protocol & quality assurance

Manage product testing protocol including pre-shipment sample requests to laboratories

Manage testing services/labs including negotiations & upkeep of related documentation

Maintain the Certificate of Analysis data base

Manage the Sensory Testing Program

Conduct Special Projects

Complete special projects

Perform research & do studies

Back up Inventory Analyst & Customer Service

Technical Skills Required & Proficiency Levels:

Proficient with qualitative & spread sheet skills [Excel, charts, data bases, pivot tables, multiple source data analysis]

Proficient knowledge of GMP HACCP, SQF, FSMA, FSVP & other government regulations

Proficient ability to define problems, collect data, establish facts & draw conclusions

Above average ability communicate with diverse groups of people by phone, e-mail, in person

Education Required:

Bachelor’s degree in food science, food quality assurance, food safety, food production, or food related major including micro biology or chemistry.

This position is responsible for assuring vendor compliance with company food safety and quality standards.

The position utilizes personal experience and expertise in the areas of food safety, food quality, good manufacturing and sanitation practices to provide supplier assessment and approval status for external manufacturing sites. The position reports directly to the Director of Quality Assurance for the Own Brands private label business.


  • Conduct site audit and assessment of supplier programs to ensure programs are in place and effectively managed (preventive controls for food safety, environmental monitoring programs, allergen controls and effective sanitation)
  • Coordinate product recalls and withdrawals with suppliers and serve as department expert for crisis management as it relates to product safety
  • Manage Supplier Quality Improvement Program and interface with suppliers to improve product quality, minimize customer complaints and prevent reoccurring issues
  • Utilize skills and knowledge to ensure supplier Food Safety, Quality and Process Control issues are successfully resolved, including effective use of Root Cause Analyses and Corrective and Preventative Action tools
  • Support sales and business with key supplier meetings, site audits and ensure follow up by supplier on any required quality/food safety action items. Ensure the manufacturing sites can deliver on the expectations set forth in supplier agreement, product formulations and finished good specifications. Communicate any potential gaps and risk exposures.
  • Enforce Albertsons Food Safety & Quality Assurance Policies with suppliers
  • Review and evaluate product quality, including customer complaints and initiate corrective actions with suppliers
  • Create and communicate executive reports on quality related issues and address key findings across multifunctional teams
  • Remain current with federal regulations as they relate to the Company’s products, GMP’s and analytical requirements, and ensure with supplier’s regulatory requirements are met
  • Develop and maintain the SOPs as related to the Corporate Quality Assurance function
  • Manage supplier Certificate of Analysis program to assure compliance with product specifications
  • Serve as a technical resource for Own Brands private label organization
  • Assist retail divisions in resolving product quality issues


Education Level:

  • Bachelor of Science degree in Food Science, Meat Science, Chemistry, Microbiology, Engineering or related scientific field

  • 6 years Quality Management experience in a variety of food and/or general merchandise/health, beauty, cosmetic manufacturing and processing environments

Skills and Experiences:

  • Ability to analyze process capability data to assure compliance with specifications. Experience utilizing Process Improvement methods such as: SPC, DMAIC, 8D, Ishikawa, Six Sigma
  • Working knowledge of AQL sampling plans in a manufacturing setting is preferred
  • Supplier quality management, including audit experience, is required
  • In-depth knowledge of food safety, product quality programs, preventive QC methods, HACCP/PCQI certified, GMP’s, environmental pathogen monitoring, allergen control and manufacturing process controls
  • 2 years Quality Auditing experience preferred
    GFSI (BRC, SQF, ISO 22,000, IFS, PrimusGFS) ASQ, or equivalent sector audit certification
    SA8000 certification or the ability to demonstrate knowledge of equivalent social responsibility programs
    Certification or working knowledge of animal welfare principles
  • 2 years Laboratory experience is preferred
  • Ability to motivate, manage, lead and influence subordinates, peers and superiors
  • Strong computer skills including Excel, Word and PowerPoint
  • Excellent written/verbal communication, collaboration and interpersonal skills, including strong management ability in a team-based culture.
  • Thorough knowledge of US regulatory compliance requirements
